NOTICE OF ANNUAL MEETING CRYSTAL SPRINGS HOMEOWNERS ASSOCIATION, INC.

Notice is hereby given that the Annual Meeting of the members of Crystal Springs Homeowners Association, Inc. will be held as follows:
11:00 AM on Saturday, February 21, 2026

Business conducted at the annual meeting will include an Election, discussion of the 2026 Annual Budget, formation of a CCR Review Committee, and any other business that may properly come before the meeting.
Election
One Board Director position is open for election for a three-year term. The position is currently held by Dillon Welsh, who may seek re-election. Eligible homeowners are invited to announce their candidacy and send a brief biography to the Board at crystalspringsmonroviahoa@gmail.com. Biographies should be submitted by February 16th for distribution to the members.
An online voting option will be made available at least 48 hours prior to the meeting. Votes will be counted and results announced during the annual meeting. Please ensure the HOA has the updated email address for your lot’s designated voter for online voting. Homeowners may also vote in person at the meeting or by proxy. CCR Review Committee
Homeowners are invited to serve on a committee to review the current Covenants, Conditions, and Restrictions (CCRs) and propose revisions that better serve the interests of homeowners, rather than the original developer.

NOTICE: 2026 ANNUAL DUES WAIVED
The Crystal Springs HOA Board of Directors has voted unanimously to waive 2026 annual dues for all homeowners. The HOA is a non-profit organization that has maintained a large surplus of reserves for years. The HOA Board of Directors will review actual expenditures near the end of 2026 to determine a new and reduced annual assessment amount, which is expected to be a reduction from the standard $150 annual assessment. This is not a waiver of outstanding balances owed to the association for previous years.

HOA Meeting to Vote on Sale of Vacant Lot
Dear members,
The HOA Board is looking to sell the vacant lot under the condition that the HOA mailbox can remain on the lot and stay active for receiving mail. A meeting to begin voting on this matter will take place in the Crystal Ridge Circle Turnaround on April 13th, 2025, at 2:00 PM. A Zoom link will be provided for remote attendance and will serve as the primary meeting place in case of inclement weather. Members will have at least 48 hours to cast their votes online using an e-ballot. Please reach out with any concerns or questions.
Background and Reasons to Sell the Vacant Lot
The vacant lot is very close to the TVA power lines and cannot be built on due to nuisance shocks caused by the strong electric field. The developer attempted to build a house on this lot a few years ago but had to tear it down due to powerful shocks that prevented further construction. The developer ultimately sold the lot to the HOA for $10 on a Quit Claim Deed. Due to liability concerns and the county’s assessment of the lot, the HOA’s use of the lot is limited to maintaining a landscape under an overbearing view of the power lines.
At past meetings, rising maintenance costs were invoked by some to justify a proposed increase in annual dues. The vacant lot currently accounts for two-thirds (⅔) of the HOA’s annual maintenance costs and adds to the HOA’s insurance premium with no benefit to the community. While the current HOA Board does not see any reason to raise annual dues, eliminating these unnecessary costs would reduce the likelihood of a future Board making a motion to raise annual dues.
The Board has consulted an attorney and Madison County to confirm that the lot can be sold without any trouble. The sale of this lot will be open to all association members. At least one homeowner in the neighborhood is currently interested in buying the vacant lot. Our governing documents do require that the lot be subject to the HOA’s Covenants, Conditions, and Restrictions (CCRs), so the sale of the lot will not introduce any nuisances into the neighborhood.
